Learn Empower Advocate Develop

LEAD is a tobacco prevention project of the California Health Collaborative and funded by the California Tobacco Prevention Program (CTPP). The project serves rural communities in Butte County, including Oroville, Paradise, and unincorporated areas, where smoking rates remain significantly higher than the state average.

Through strategic partnerships, public education, and local policy advocacy, LEAD works to eliminate exposure to secondhand smoke and reduce tobacco-related health disparities. The initiative focuses on adopting and implementing comprehensive smoke-free policies for multi-unit housing and outdoor public spaces, emphasizing non-criminalized enforcement approaches.

With a vision of building a healthier and more equitable Butte County, LEAD amplifies community voices and fosters a local movement to end the tobacco epidemic—one policy, partnership, and person at a time.

Key Components
  • Collaborating with diverse local organizations to support tobacco prevention efforts

  • Promoting tobacco treatment services

  • Engaging youth and community volunteers to advocate for change through training, storytelling, and participation in civic processes

  • Launching a Community Engagement Agreement (CEA) program to uplift smaller grassroots groups

  • Creating a Public Health Pipeline internship program to support rural college students entering health careers

  • Collecting and analyzing public opinion data, policy feedback, and local media narratives to inform and adapt outreach strategies

Founded in 1982 and headquartered in Fresno, California, the Collaborative has multiple offices throughout California including Hanford, Visalia, San Bernardino, and Sacramento serving residents throughout the state.
